Are melamine food ware safe to use?
A member of the public wrote in to an online news site claiming that the use of melamine food ware may cause health problems such as kidney, bladder stones (urolithiasis), kidney failure and even cancer. This is not true. Melamine food ware have a history of safe use. There have been no scientific reports on adverse health effects associated with the use of melamine food ware. When properly used, the level of migration of melamine from food ware is insignificant or very low, and do not pose a health risk to the public. The Agri-Food & Veterinary Authority (AVA) advises the following on the use of melamine food ware: 1. Do not heat or cook food in melamine food ware 2. Do not use melamine food ware in microwave oven or conventional oven 3. Do not use serrated knives on melamine food ware 4. Do not use melamine food ware that is damaged on its surface 5. Do not use harsh abrasive cleaners, steel wool or metal scouring pads to clean melamine food ware The Singapore Food Regulations stipulate the safety requirements for food-contact plastics (e.g. food ware like bowls, plates and utensils) that are imported and sold in Singapore. Manufacturers of food-contact plastics are required to conduct tests on their products to ensure that they comply with the relevant legislation and restrictions for the intended condition of use. Further, under the Environmental Public Health (Food Hygiene) Regulations, food operators and their food handlers are required to ensure that their crockery, utensils or appliances are not chipped, broken, cracked or damaged at all times. The AVA conducts regular post-market surveillance involving the sampling and testing of food ware (including melamine food containers), to ensure that they do not release any harmful substances when exposed to food or under intended use conditions. Food ware that fail the tests would not be allowed for sale.

Melamine in Tableware Questions and Answers
What is melamine? Melamine is a chemical that has many industrial uses. In the United States, it is approved for use in the manufacturing of some cooking utensils, plates, plastic products, paper, paperboard, and industrial coatings, among other things. In addition, although it is not registered as a fertilizer in the U.S., melamine has been used as a fertilizer in some parts of the world. Melamine may be used in the manufacturing of packaging for food products, but is not FDA-approved for direct addition to human food or animal feeds marketed in the U.S. I recently read that plastic tableware from China contained high levels of melamine. Can the melamine from these products get into foods and drinks? The Taiwan Consumers' Foundation recently tested plastic tableware made in China and found that it contained melamine at a level of 20,000 parts per billion. This type of tableware is manufactured with a substance called melamine-formaldehyde resin. It forms molecular structures that are molded, with heat, to form the shape of the tableware. A small amount of the melamine used to make the tableware is "left over" from this chemical reaction and remains in the plastic. This left-over melamine can migrate very slowly out of the plastic into food that comes into contact with the tableware. If melamine from plastic tableware can get into foods and drinks, does it make the foods or drinks harmful to health? It has been found that melamine does not migrate from melamine-formaldehyde tableware into most foods. The only measured migration, in tests, was from some samples (three out of 19 commercially available plates and cups) into acidic foods, under exaggerated conditions. When adjusted for actual-use conditions (cold orange juice held in the tableware for about 15 minutes), the migration would be less than 10 parts of melamine per billion parts of juice. This is 250 times lower than the level of melamine (alone or even in combination with related compounds – analogues – known to increase its toxicity) that FDA has concluded is acceptable in foods other than infant formula (2,500 parts per billion); in other words, well below the risk level. In addition, such highly acidic foods make up only about 10% of the total diet, so the dietary level of melamine in these scenarios would be less than one part per billion. However, when highly acidic foods are heated to extreme temperatures (e.g.,160 ° F or higher), the amount of melamine that migrates out of the plastic can increase. Foods and drinks should not be heated on melamine-based dinnerware in microwave ovens. Only ceramic or other cookware which specifies that the cookware is microwave-safe should be used. The food may then be served on melamine-based tableware. Should I stop using plastic tableware? Foods and drinks may be served on plastic tableware. Plastic tableware that does not specify that it`s microwave-safe should not be used to heat foods and drinks. How did FDA decide what level of melamine in food doesn`t pose a risk to health? A safety and risk assessment estimates the risk that specific substances have on human health, based on the best scientific data available at the time. FDA has done this type of assessment to identify the risk posed by melamine and its analogues in foods (Interim Safety and Risk Assessment of Melamine and Its Analogues in Food for Humans). The risk assessment was conducted by scientists from FDA`s Center for Food Safety and Applied Nutrition and FDA`s Center for Veterinary Medicine, and included a review of the scientific literature on melamine toxicity. Animal studies also provided valuable information for this work. The assessment underwent peer review by a group of experts identified by an independent contractor. What problems can melamine cause if people eat or drink food contaminated with it? Products with melamine contamination above the levels noted in FDA`s risk assessment may put people at risk of conditions such as kidney stones and kidney failure, and of death. Signs of melamine poisoning may include irritability, blood in urine, little or no urine, signs of kidney infection, or high blood pressure.

What is Melamine-ware? Tableware made of melamine-formaldehyde resins intended for repeated use is commonly known as melamine-ware. It is economical and widely used around the world due to its durability, and good chemical stability and heat resistance. Since melamine-ware does not easily break, it is commonly used as tableware for children. Is Melamine-ware Safe to Use? Melamine-ware is generally safe to use for serving food so long as it is used for the purposes specified by the manufacturer. Most manufacturers specify a temperature of -30oC to +120oC while some specify a temperature of up to +140oC. Hence, it should not be used for cooking or to be heated in microwave or conventional oven. Migration of Chemical Substances Migration of substances from tableware to foodstuffs is influenced by many factors including the material of the tableware, the type (aqueous, acidic, alcoholic or fatty) and nature (solid or liquid) of the food, temperature, duration and area of contact. There is currently no specific international limit regarding the migration of chemicals from melamine-ware. Specific migration limits have been established in some countries such as the European Union and Mainland China to regulate melamine-ware for food use. Overseas surveys conducted by United Kingdom Food Standards Agency (UKFSA) in 2004 and 2008 reported only a few melamine-ware had formaldehyde migration exceeding limits under experimental conditions simulating the worst case scenario, while melamine migration was well below limits. Recent survey conducted by the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) in December 2008 found all melamine-ware tested that were produced by certified manufacturers in the Mainland were satisfactory. Health Concerns of Melamine and Formaldehyde in Foods Although formaldehyde is not permitted to be used in foods, it is a metabolic intermediate which can be found naturally in food up to levels of 300 – 400 mg/kg, including fruits and vegetables, meat, fish, crustaceans etc. Ingestion of a small amount of formaldehyde is unlikely to cause any acute effect. However, ingestion of a large amount can result in acute toxicity causing severe abdominal pain, vomiting, coma, renal injury and possible death. But such an exposure is unlikely from formaldehyde migration to food from melamine-ware. WHO considered that formaldehyde was not carcinogenic upon ingestion. >Key Points to Note: 1. Migration of a small amount of melamine and formaldehyde from properly made melamine-ware into foods is not expected to cause adverse health effects. 2. Melamine-ware is safe for food use when used according to the manufacturer's instructions. 3. Melamine-ware should not be used for cooking or heating in microwave or conventional oven, holding hot oil, deep-fried foods, or storing highly acidic foods. Food containers, as a kind of consumer goods, which are ordinarily supplied for private use or consumption in Hong Kong are controlled under the Consumer Goods Safety Ordinance, Cap. 456. Section 6 of Food Business Regulation Cap. 132X stipulated that every person who carries on any food business shall at all times ensure that all furniture, articles, equipment and utensils used or liable to be used are kept clean and free from noxious matters and in proper repair and free from cracks or chipping. Advice to Consumers 1. Use melamine-ware according to product instructions. 2. Do not use melamine-ware that is broken or damaged on its surface. 3. Do not heat or cook foods in melamine-ware. 4. Do not use melamine-ware in microwave oven or conventional oven. 5. Do not use melamine-ware to hold hot oil, deep-fried foods, or store highly acidic foods. 6. For cleaning, do not use abrasive detergent and cleaning tools or strong chemicals which will damage the surface. Advice to the Trade 1. Manufacturers should adopt good manufacturing practices in making melamine-ware for food use. 2. Manufacturers are advised to provide instructions on its intended use. 3. Restaurants and food businesses should use melamine-ware of suitable quality to serve food according to the product specifications.
